Have you noticed how our governor seems to have convinced herself only some of the rules apply to her?

This attitude was really at the heart of Troopergate. It also allows her to do things like take cash from the state for spending more than 300 nights in her own home in Wasilla.

Now it appears the governor may have found a new way to skirt the rules. How is it possible that the governor’s soon-to-be son-in-law, Levi Johnston, is working as an apprentice on the North Slope?

The governor, in trying to dispel rumors the father of her grandchild is a high school dropout, released this statement this past week,

“Levi is continuing his online high school work in addition to working as an electrical apprentice on the North Slope.”

But federal regulations require all members of apprentice programs, union or otherwise, to first obtain a high school diploma, something the governor’s soon-to-be son-in- law does not have. Some apprentice programs even require the completion of high school level algebra or the post-secondary equivalent.

So how is it that the governor’s soon-to-be son-in-law is working in an apprentice program? Is this another case of the governor believing the rules don’t apply to her or her family?

Bo Underwood, who heads up ASRC’s electrical apprentice program, confirmed Johnston is indeed enrolled as an apprentice. Underwood claimed not to know whether a high school diploma is needed to be an ASRC apprentice and said he would check on it. But federal regulations clearly state a high school diploma is needed before entering an electrical workers apprentice program. How is it the man who runs the program does not know that?

When Marci Needle and her husband began to contemplate divorce in June, they thought they had enough money to go their separate ways. They owned a million-dollar home near Atlanta and another in Jacksonville, Fla., as well as investment properties.

December 29, 2008

Marci Needle in front of the home she and her husband once shared in Alpharetta, Ga.

David Walter Banks for The New York Times

Now the market for both houses has crashed, and the couple are left arguing about whether the homes are worth what they owe on them, and whether there are any assets left to divide, Ms. Needle said.

“We’re really trying very hard to be amicable, but it puts a strain on us,” said Ms. Needle, the friction audible in her voice. “I want him to buy me out. It’s in everybody’s interest to settle quickly. That would be my only income. It’s been incredibly stressful.”

Chalk up another victim for the crashing real estate market: the easy divorce.

With nearly one in six homes worth less than the mortgage owed on it, according to Moody’s Economy.com, divorce lawyers and financial advisers around the country say the logistics of divorce have been turned around. “We used to fight about who gets to keep the house,” said Gary Nickelson, president of the American Academy of Matrimonial Lawyers. “Now we fight about who gets stuck with the dead cow.”

As a result, divorce has become more complicated and often more expensive, with lower prospects for money on the other side. Some divorce lawyers say that business has slowed or that clients are deciding to stay together because there are no assets left to help them start over.

“There’s an old joke,” said Randall M. Kessler, Ms. Needle’s lawyer. “Why is a divorce so expensive? Because it’s worth it. Now it better really be worth it.”

WASHINGTON (CNN) – A new national poll suggests that one of out of five Americans think that Dick Cheney is the worst vice president in American history.

Twenty-three percent of those questioned in a CNN-Opinion Research Corporation survey released Tuesday say that Cheney is the country’s worst vice president, when compared to his predecessors. Another 41 percent feel that Cheney is a poor vice president, with 34 percent rating him a good number two.

Only 1 percent of those polled say that Cheney is the best vice president in U.S. history.

“On the Sunday talk shows, Cheney took on the job of making the affirmative case for the Bush legacy,” says CNN Polling Director Keating Holland. “But the messenger may be getting in the way of the message.”

The divorce plea was filed in August by the girl’s divorced mother with a court at Unayzah, 135 miles north of Riyadh just after the marriage contract was signed by the father and the groom.

Lawyer Abdullar Jtili said:”The judge has dismissed the plea, filed by the mother, because she does not have the right to file such a case, and ordered that the plea should be filed by the girl herself when she reaches puberty.”

AIG Should Reveal Extent of Bonuses, Cummings Says (Update2)

By Hugh Son and Erik Holm

Dec. 16 (Bloomberg) — American International Group Inc. Chief Executive Officer Edward Liddy may face a congressional hearing to explain “the full extent” of the insurer’s plan to give bonuses to as many as 7,000 people so they won’t quit.

Liddy should testify under oath on why retention payments are going to thousands more people than first disclosed, according to a letter today from Representative Elijah Cummings of the House Committee on Oversight and Government Reform. He cited a Bloomberg News report that says AIG will give as much as a year’s pay to about 10 percent of the staff at units that are being sold. Recipients were told to keep the awards secret.

Hearings may put new pressure on AIG to detail why managers will get as much as $4 million after the company accepted a taxpayer-funded bailout now valued at about $150 billion and promised to curtail pay. Cummings is asking AIG to tell Congress the scope of its retention efforts, originally described as covering only 130 executives.

“It is critical that the committee seek to understand whether AIG has revealed the full extent of its compensation policies,” wrote Cummings, a Maryland Democrat.

Congress wanted to guarantee that the $700 billion financial bailout would limit the eye-popping pay of Wall Street executives, so lawmakers included a mechanism for reviewing executive compensation and penalizing firms that break the rules.

But at the last minute, the Bush administration insisted on a one-sentence change to the provision, congressional aides said. The change stipulated that the penalty would apply only to firms that received bailout funds by selling troubled assets to the government in an auction, which was the way the Treasury Department had said it planned to use the money.

Now, however, the small change looks more like a giant loophole, according to lawmakers and legal experts. In a reversal, the Bush administration has not used auctions for any of the $335 billion committed so far from the rescue package, nor does it plan to use them in the future. Lawmakers and legal experts say the change has effectively repealed the only enforcement mechanism in the law dealing with lavish pay for top executives.

Now, after opposing a federal bailout for the auto industry, the Republican senator from Kentucky can’t even get a gig signing autographs at a suburban sports-card show.

Bunning was to appear Sunday at the Gibraltar Trade Center in Taylor. Fans would have paid $35 for Bunning to sign a baseball and $55 to sign a bat.

But Bunning was kicked off the schedule after he helped derail an auto-industry loan package in the Senate Thursday night.

Owner Jim Koester says he can’t support someone who voted against Michigan’s economic well-being.

Messages seeking comment were left for Bunning’s office.

Bunning is a Hall of Famer who pitched in Detroit from 1955 to 1963.

The NASA administrator is saying, ‘Trust me. You don’t need to ask these questions.’ The transition team can’t accept that response.”

Putin’s top lieutenants abruptly summoned a billionaire mining oligarch to a private meeting. The official, Igor I. Sechin, had taken a sudden interest in a two-year-old accident at the oligarch’s highly lucrative mining operations here in Russia’s industrial heartland.

Mr. Sechin, who is a leader of a shadowy Kremlin faction tied to the state security services, said he was ordering a new inquiry into the mishap, according to minutes of the meeting. With a deputy interior minister who investigates financial crime at his side, Mr. Sechin threatened crippling fines against the company, Uralkali.

Startled, the oligarch, Dmitri E. Rybolovlev, pointed out that the government had already examined the incident thoroughly and had cleared the company of responsibility.
