The Geneva Accords’ Article III is almost six decades old. W wants to clarify it by changing it. Is this not called breaking a treaty?
Could the charges brought by the Canadian government not be the real reason for W’s need of clarification?

Senator Lindsay Graham reported that the White House had kept military legal personnel in room for five hours in order to have them sign a letter stating how they agreed with W’s wish to deep-six Article III of the Geneva Accords. Apparently, they didn’t break.
